Are Shura skills gonna be implemented o-o?

Last time it was end of August. Then end of September. Soooooo, and now i'm hearing suggestions of 'never'.

Sura skills will be implemented sometime in the future. They are faar to imbalanced (over powered) and has some bugs, I think.
